in uganda, installations of bitchat — an app that passes messages directly between nearby phones over bluetooth, needing no internet or cell service — climbed as concern spread about an imminent national internet shutdown. structurally notable because adoption is happening before the outage rather than during it: users are provisioning for the absence of infrastructure as a scheduled event, not an accident.

the pre-outage tooling pattern is itself an infrastructure fact: a country's communication layer is being partially rebuilt at the device level, in advance, by ordinary users. mesh relay over bluetooth is short-range and slow, so its uptake measures expectation rather than capability — people are choosing a worse network because they expect the better one to be switched off.
